Where do we go now? Renters’ experiences of housing precarity and climate disaster

Research report

ARC Justice’s Where do we go now? research report was launched online in May 2026.

Work funded by the Victoria Law Foundation

About the report

Where do we go now? Renters’ experiences of housing precarity and climate disaster is a research report examining how climate impacts are affecting renters in regional Victoria.

It brings together insights from renters and frontline services to highlight key pressures in the current system and where it is falling short.

This report focuses on the intersection of renting, climate risk and housing stability.

It draws on:

  • experiences shared by renters in regional communities;
  • ARC Justice’s frontline work with renters;
  • broader insights from the housing and climate context.

Key themes

The report, funded by the Victoria Law Foundation, outlines key challenges and identifies areas where change is needed.

  • Housing that doesn’t hold up in extreme weather.
  • Limited options for renters following climate events.
  • Barriers to repairs, upgrades and safety improvements.
  • Gaps in support and recovery systems.

ARC Justice's contribution

In 2022, when flooding was widespread across large parts of Victoria, ARC Justice’s first impacted clients were renters displaced from public housing. We saw a gap in evidence and in the disaster management system – the voice of renters was often missing.

This research report reflects the experiences we heard of hundreds of renters who had been told to hand back their keys, ending their tenancy, within hours of the water rushing through their home.

Responding to climate disasters in practice allows us to learn and this research project allows us time and space for reflection. This report is one way we’re taking what we see and bringing it into the places where decisions are made by amplifying community voices.
